Arthur Stillwell, founder of Port Arthur Texas, resolved to build a railroad linking Kansas City with the Pacific Ocean and the Kansas City, Mexico & Orient Railway was organized. Although progress was made, financial setbacks and Mexican Revolution forced the company into receivership. The discovery of oil in West Texas in the 1920s kept the company alive until it was bought by Atchison, Topeka & Santa Fe Railway in 1928.
